33kV System Testing & Empowering Jaffna’s Water Future: Vibhawa’s Electrical Triumph in a One-of-a-kind Project Sri Lanka

Vibhawa Consultants successfully completed testing and commissioning of the 33kV/400V electricity distribution system for the innovative 24 million litres per day Jaffna Seawater Reverse Osmosis (SWRO) Desalination Plant in Thalayadi, Jaffna District—the first of its kind in Sri Lanka. This monumental project is designed to provide safe drinking water to over 300,000 people in the North (Source – Sunday Times)

As the Independent Testing and Commissioning Consultants,

Our Key Achievements were:

– Testing and commissioning of the electricity distribution system (33kV & 400V) including protection system. Testing of the 33kV system included testing of the power transformers which has an installed capacity of 6000kVA and the associated protection system.

– Expertise guidance in medium voltage (33kV) and low voltage systems (400V)

– Carrying out a protection coordination study for the project using ETAP (Also verifying the test results against the simulation results to verify the accuracy and reliable system performance)

– Adherence to international standards (IEC, BS & NFPA)

– Provision of Chartered Engineer Certification to obtain the grid electricity connection at 33kV level from CEB

– Substantial contribution to the project’s overall success

Advanced ETAP Simulation and 33kV System Testing: Ensuring Optimal Protection Coordination

Comprehensive Protection Relay Testing and Coordination Study for Critical Infrastructure

In any large-scale industrial project, particularly those involving 33kV system testing and complex electrical infrastructure, the protection coordination study represents a fundamentally critical component that can determine project success or failure. Vibhawa’s ETAP-trained engineers, certified through the prestigious ETAP Academy, stepped forward to tackle this sophisticated challenge with unmatched technical expertise. Our team leveraged Vibhawa’s commercially licensed ETAP software to conduct comprehensive simulation and modeling studies, ensuring the highest standards of electrical system reliability and safety.

Detailed 33kV System Modeling and Worst-Case Scenario Analysis

Starting from the 33kV CEB incomer point, our expert engineers meticulously modeled and simulated the entire electrical distribution system for the most challenging worst-case scenarios. This comprehensive approach involved conducting a total discrimination study that guaranteed optimal protection of both the critical power transformers and the downstream low voltage (LV) systems. Through advanced protection relay testing methodologies and precise ETAP simulation techniques, we ensured that every component of the 33kV system testing protocol met international standards for electrical safety and operational reliability.

Selective Protection: Minimizing Downtime and Maximizing System Availability/Reliability

This sophisticated protection coordination study not only ensures comprehensive protection of critical electrical equipment but also guarantees that during any electrical fault condition, only the specific fault section becomes isolated—preventing total system blackouts that could compromise the entire desalination plant operation. This selective protection approach is crucial for maintaining continuous water production services for the 300,000+ residents depending on this vital infrastructure, demonstrating how expert 33kV system testing and protection relay testing directly contribute to community welfare and water sustainability goals.
